Not bad, but could've been truly awesome.
I would've liked it if the Rainmaker was more fully developed. He could've been an interesting character/antagonist, but ended up being more of an abstract concept, talked about but never seen.
And I felt the TK angle was rather unnecessary. It seemed like its only purpose in the movie was to explain how one guy could take over the mafia all by himself in six months, and to justify the kid's importance to the story.
It would've worked just as well if the kid was simply some kind of budding psychopath, like Dexter or Hannibal Lecter, without throwing in another superfluous sci-fi element. The kid certainly did an admirable job being creepy.
All in all, a fairly enjoyable night at the movies, but it's not going to knock your socks off.
